Job Summary

You'll be an experienced IT Project Manager with a proven track record of delivering systems and infrastructure projects to scope, time and budget. Educated to Degree level, preferably in an IT related discipline, you will naturally be familiar with project and programme management principles and methods and their effective application on technology based change projects.

Salary on appointment is normally to the bottom of the scale, but in exceptional circumstances, appointment higher up the scale may be considered.

Job Description

RESPONSIBLE TO: Head of IT Development and Projects

RESPONSIBLE FOR: Responsible for leading and managing project team members assigned to a number of projects simultaneously from within IT Services, across the University, and external contractors. For larger projects responsible for leading and managing workstream teams, each with a team leader, put together for such projects

PURPOSE OF POST: To effectively plan, manage and deliver projects, and programmes of projects, to agreed time, cost and quality requirements, in accordance with project management standards and to in order to meet the University’s strategic aims. To ensure that all such projects deliver the benefits defined in their Business Case by measures agreed with the Project Board


- To prepare a comprehensive business case for major IT-based projects, with a reliable articulation of key life cycle costs, risks, opportunities, and benefits against which the project can be approved and assessed on completion.
- To project manage major IT-based projects and programmes with University-wide benefits impact, taking full responsibility for leading all members of the project team (internally and externally) and managing each project so that it achieves its business objectives, by measures agreed with the Project Board, to the agreed timescale quality and budget.

- This will involve managing complex IT projects involving interrelated disciplines, significant change management impacting on Schools and Departments across the University, and multiple stages of the systems development lifecycle from inception to delivery through to sign off by all parties.
- The impact and scale of projects and programmes will vary, but the post is expected to be able to managed projects involving up to several hundred £k Capital Spend on equipment, consultancy, software and external resource, and projects expected to be of business critical impact to core teaching, learning and administrative processes of the University.

- To agree with the Head of IT Development and Projects and Schools/Departments involved in specific projects resources required for each IT project.
- To operate a tracking system that tracks progress of the project in terms of resource usage, completion of tasks, and quality assurance of deliverables. Use this information to prepare management reports to show project progress against plan and to actively assist with the management of the project.
- Operate a risk management system for each project to identify risks, to mitigate these risks and to take action if any risk matures.
- Where there is an adverse variance against plan, to take action to bring the project back on track.
- To identify significant risks or issues which require decisions from the Project Board, to flag these as soon as they arise and present them with a clear analysis, options and recommendations for approval.
- To identify changes in scope to the project and ensure that these are tracked and taken to the Project Board for authorisation. Replan the project where scope changes are approved.
- To ensure that all products from each project are formally handed over into ongoing support arrangements through a managed process with associated documentation, training, contracts etc.
- To ensure that all project life cycles, documentation standards and processes defined by the Head of IT Development and Projects are adhered to and applied effectively as tools to achieve project success.
- From time to time, to carry out high level business analysis of key University business processes

Person Specification


Qualifications and Professional Memberships

Educated to Degree level, preferably in an IT related discipline

Knowledge and Experience

Project and programme management principles and methods and their effective application on technology based change projects.
Broad high level knowledge of IT Infrastructure and Application technologies.
Understanding of ITIL or equivalent Change Management process.
Established people management and influencing skills.
Good financial management skills and understanding.
Working knowledge of systems development methodologies
Significant experience of successfully managing to time, quality and budget IT based projects of over 500 man days from start to finish in a large (>500 user) organisation and successfully leading cross-organisational change as part of these projects.
Demonstrable experience of leading and implementing significant organisational change


Qualifications and Professional Memberships

Formal qualifications in project management disciplines. For example, Practitioner Certificate in PRINCE2

Knowledge and Experience
Experience on this scale within a Higher Education environment;
Experience of significant project challenges and evidence of lessons learned.
Experience of successfully defining and managing a significantly sized programme of inter-related projects
