We are looking to recruit a Principal IT Officer to work as q senior member of our IT Business Services team with a primary focus on the effective utilisation of the Council's Management Information System (MIS) and act as the IT lead on enterprise scale Management Information Systems.

The key areas of responsibility are:
Provision of an account management service on behalf of IT to all Council Services
Management of the Council's core Management Information Systems
Supplier and contract management
Specification and procurement of Management Information Systems
Support and development of the MATS Low Code environment
Provision of Level 3 IT Support
Provision of advice and guidance to Council Services to enable digital transformation.

The successful candidate will be a proactive and forward thinking individual with experience of procuring, developing and implementing new application systems and managing system supplier contracts.

Skills and experience in digital transformation projects, project management, process mapping, SQL and MATs Low Code platform would be advantageous but are not essential.



Job Details

Working within an IT Business Services client support team, the jobholder delivers IT support services to a wide range of Council and partner IT users. The jobholder can be assigned the more complex tasks, such as system upgrades, systems integration tasks, database administration and is allocated difficult problems to resolve.

Job Requirements

Relevant Qualifications
Educated to HNC level in an IT related subject and able to demonstrate equivalent knowledge, skills and competencies gained through substantial relevant experience.

Driving Licence 
A full current driving licence is desirable.

The preferred candidate for this position will be subject to a Basic Disclosure provided by Disclosure Scotland prior to a formal offer of employment being made by East Lothian Council.
