The IT Vision is for more responsive digital technology, giving both staff and customers the tools and services they need to operate in an increasingly interconnected digital world.

This role sits within the DigitalNL implementation programme, which is a multi-disciplined team leading on the transformation to Digital Services, looking both internally and externally across the Council and beyond.

You will have an SVQ4/HND/General degree or equivalent qualification in an ICT discipline and Project Management Certification/Accreditation is essential.

You will have substantial experience of managing projects including people management responsibility and detailed knowledge of project management methodologies. You will have experience of managing transformation projects from start to finish, from business analysis through product development, prototypes and testing to actual delivery and iteration.

You will be a highly self-motivated individual, with a flexible, positive and proactive attitude. You will have the ability to prioritise a demanding workload whilst maintaining high levels of quality. You will ensure deadlines are met over a wide range of tasks and competing priorities that all tasks of the project are managed, well controlled, documented and delivered according to schedule. You will have the ability to lead a multidisciplinary technical team of both internal and external staff to achieve product delivery aligned with the project aims.

It is essential that you have excellent interpersonal skills for customer liaison and the ability to establish and build strong working relationships. You will have the ability to communicate effectively with team members, a peer network of stakeholders, senior executives, core technical resources as well as staff in the business and potentially eternal customer groups.

The successful candidate will possess strong verbal and written communication skills, as well the ability to engage with stakeholders at all levels both within and external to the Council. You will possess good IT skills, particularly in MS Office.

This is a key role to support the design stage of the ambitious DigitalNL programme and is a fixed term appointment until 31 December 2018. This could be extended beyond the design stage if the implementation of the envisaged 5-10 year programme is approved.

For internal applicants, who hold a substantive contract of employment with the Council, and secure a temporary role on the DigitalNL programme, will have the right to revert to their substantive post for a period of up to 2 years.

This post is temporary until 31 December 2018.
